With the new territories it also gets messy when the enemy takes out one of your fortresses and it leaves territories that produce nothing since they are not linked to any other fortresses. The CEO should have another option when they select an owned territory to be able to Abandon it. This will allow the alliance to capture a new territory that is connected to a fortress.

Because when someone makes a temp alliance to take out another alliance fortress, they also take out as many territories as they can before the dismiss the temp alliance.
Below is an example where such a thing has happened to world2 alliance. Since their fortress was taken out they lost one level of all techs and now exceed the allowed number of territories and cannot reconnect them again until they rebuild the fortress and research Territory again. Their only option is to rebuild the fortress in one of the three splintered territories and get no credit from the other two. They are essentially dead weight and do not collect any resources.
At the very minimum they should be allowed to remove territories back down to their new maximum allowed instead of having something like 14 out of 10 territories.

This feature is available in the version 2.5.8 yet.
