Build Queue

I like to keep my shipyards building at all times; however, sometimes the build is scheduled to finish while I'm asleep. It would be nice if I could schedule a build that will automatically start for me after the first finishes. But to make it worth development time for the devs let's make it cost some DM.

Some suggested ground rules.

• Costs 5 DM to schedule a follow-up build and immediately uses the available resources to pay for the build.
• Queues can be canceled before their activation
